Lieutenant Fox was in the Navy in the 1960's flying attack planes. He had a top-secret clearance and served in Vietnam. He is a retired pilot of 33 years with American Airlines. In his testimony, he reveals that there is a publication called JANAP 146 E that has a section which states that no one is to share any information regarding the UFO phenomenon under penalty of $10,000 fine and 10 years in prison.
