UFO, Weather Balloon or Not?

Date: Tuesday Apr 28th, 1:58pm Location: Northern portion of Atlanta, Georgia Duration: It was going with the direction of the wind and I saw it floating, going east for at least 30 seconds, this clip only shows five seconds of it. Description of sighting: One thing I will note is that this was filmed behind glass which is why it took so long for the camera to adjust. Second, midway through the clip it appears to jump. My question to you all is do you think that this is just a weather ballon? There was a lot of wind that day and it plausibly seemed to go in the direction of the wind in this part of the video but for the portion not seen by this camera it was traveling south west.
